The Technorati API provides details of outbound links for weblogs, which can be fed to a TouchGraph applet to make a graph. If it's slow, it's probably because the API server is slow.
Michael Dale made something similar - but not yet available - for the developer contest; I would have done too, but couldn't make it past the broken sign-up form (which seems to be common to all weblog search engine contests at the moment).
